How can I reach out to Atlanta bilingual community to offer jobs?

I am a recruiter in Atlanta, and I often have jobs available for bilingual candidates, but many of them do not use job boards like Yahoo, Craigslist, and CareerBuilder. How can I let those folks know that I have jobs available?
