Keith Perry, Georgia’s chief development and cloud officer, has been named a recipient of the 2025 State Technology Innovator Award by the National Association of State CIOs (NASCIO). The award recognizes individuals who have made significant contributions to advancing state technology through best practices, new technologies, and improved service delivery. The announcement was made during NASCIO’s annual conference in Denver.

According to NASCIO, “This recognition from NASCIO honors outstanding individual contributions that advance state technology through the promotion of best practices, new technologies, and advancements in service delivery.”

Perry has led the Georgia Technology Authority’s Office of Application Development to focus on digital innovation for citizens. He implemented a collaborative approach centered on security and design, which helped position Georgia as a leader in government IT that is responsive and citizen-focused.

He also established a team dedicated to delivering scalable cloud-based solutions supporting state priorities such as modernizing legacy systems, enhancing digital services, and strengthening cybersecurity. Under his leadership, GTA migrated key systems to the cloud—achieving cost savings—and developed secure data exchange platforms while updating applications for better accessibility and efficiency. These efforts resulted in faster processing times and increased access for underserved groups.

Additionally, Perry promoted workforce development through launching a cloud academy and played an important role in establishing Georgia’s AI innovation lab. His initiatives also contributed to improvements in cybersecurity compliance.
