The insurance industry faces significant fragmentation, according to Todd Baxter, a Georgia-based executive. Baxter notes that agencies often work with several vendors for enrollment, claims, and marketing, which leads to confusion for consumers, despite the increased number of coverage options.
“It’s very interesting how the individual market has evolved,” Baxter told Hypepotamus. “A lot of very small agencies (think three to five person teams) had grown to a certain level by selling one product or sitting in one place in the insurance spectrum.”
He explained that this approach can leave many potential customers without adequate options. “The individual consumer, who has more agency than ever, is realizing they have a choice. They just want to see what their health insurance options are.”
Baxter, who has led Heathos since 2024, believes his company offers a solution through an integrated insurance ecosystem. Heathos operates on a B2B2C model, providing agencies with a platform that brings together multiple functions: FirstEnroll handles enrollment and billing, AdminOne manages claims administration, and SonicMarketing facilitates direct carrier contracts.
By combining these services, Heathos aims to help agencies deliver comprehensive insurance offerings while reducing operational complexity.
Recently, Heathos introduced Heathos Pulse, a digital portal that provides agencies with real-time, data-driven insights. Baxter described the platform as “homegrown,” saying it “empowers users to make data driven-decisions” by offering certification, product knowledge, and training resources.
“Our thought was, how do we help an agency become blended in a way that they can offer any product to an individual, and do it with ease,” Baxter added. “I think we’re the first to put all the pieces together to make it easy for the agency to serve the customer, no matter where they are in life.”
The health insurance sector continues to attract attention, especially during the current government shutdown, which has raised questions about the future of the marketplace relied upon by millions of Americans.
The InsurTech sector has seen substantial growth as investors look for ways to change how coverage is provided. Since 2012, investment in InsurTech companies has surpassed $61 billion.
Baxter said that establishing Heathos’ headquarters in Alpharetta, Georgia, was a strategic decision. The Metro Atlanta area provides access to professionals with backgrounds in technology, marketing, and insurance.
“The one thing that we all share a passion for is making this easy for consumers,” Baxter emphasized.
Several other InsurTech startups are also based in Metro Atlanta, including Kaleido (life insurance), Buckle (Series B InsurTech), Mile Auto (pay-by-mile car insurance), Axle (instant insurance verification), Slope Software (actuarial modeling), Layr (solutions for independent agencies), Sola Insurance (natural disaster coverage), Findevor (AI platform for insurance), and PlanGap (Social Security Benefit Protection).
